Database error after upgrading to 9.9.21

Does anyone know what this error is?

internal gds software consistency check (can't continue after bugcheck)  Unsuccessful execution caused by a system error that precludes successful execution of subsequent statements.  Error Code: 13

I can't do anything with my database because this error always pops up.  I tried reinstalling version 9.9.19 but I still get the same error.  It started the very first time I ran the newest version.
