Title: Image Transparencies?

If it's a "clickable" in the ide, it would be nice to have image transparencies in the skin system.  This would be nice for image borders, text separators and cast portraits.  JPG's work good enough, but they aren't shareable between people with different skin background colours.

I'll try to add this functionality in the next version of PVD.
