What is the most recent stable version to use? I am currently using version 0.9.9.11, should I get 0.9.9.13?

It is important to update to 0.9.9.14 (I have not announced this version, but is now available for download)

where does one get the download, didn't see where? I do see where to get 0.9.9.13!
